Testimony: Targeted Tax Incentives: Lessons from Michigan’s Lost Decade: 2000-2010

Dr. Ted Bolema, Executive Director of the Institute for the Study of Economic Growth, testified before the Kansas Senate Commerce Committee. Dr. Bolema’s testimony, “Targeted Tax Incentives: Lessons from Michigan’s Lost Decade: 2000-2010,” was presented during a hearing on January 29, 2020. The Commerce Committee was hearing testimony related to the renewal of legislation authorizing targeted tax incentives by local governments in Kansas. Bolema urged a cautious approach based on the experience in Michigan with over-use of such incentives and their overall negative impact on the state economy.
